1 cup dry and cut wakame seaweed
3 cups boiling water
1/3 cup cilantro, chopped
2 green onions, chopped
1 garlic clove, crushed
1 teaspoon ginger paste
2 tablespoons sesame seeds
1 chili pepper finely chopped, optional
2 tablespoons rice vinegar
1 tablespoon light soy sauce
